The Chamber of Commerce at East London have been in conference with the Local Harbour Board on the matter of harbour improvements at that port, and while agreeing with the Board generally as to the loan which they are asking the Government to place on the Estimates for the current year, they only express their approval of the amounts asked for on the understanding that before any expenditure on new sea works is undertaken additional professional opinion be taken.
The penalty of a £15 fine, or four months’ hard labour, which the Cape Town Resident Magistrate lately inflicted on the four Portuguese stowaways on the Grantully Castle from Madeira, will probably have some good effect as a deterrent on these gentry. Stowaways from Madeira by the mail boats have been increasing greatly of late, says a Cape paper, and considering that they are idle, worthless fellows in a general way, who are only in the way on board, some severity is needed. Stowaways from this side find themselves treated with scant clemency in England, where the prosecution always press for the full penalty, and nearly always get it.
